Position Overview
Reporting to the Director of Finance, the Finance Officer is responsible for supporting the management and finance team in overseeing organizational grant funding and general financial requirements, including payroll administration. This is a wonderful opportunity for a finance professional with 3+ years of experience in the non-profit, development, or civil society sector to join a passionate, dedicated team, implementing domestic and global policy and advocacy programs. Preference will be given to candidates with experience working on projects funded by Global Affairs Canada.

Job Duties and Responsibilities
The Finance Officer’s responsibilities will include, but are not limited to:
Grant Financial Management and Compliance:
• Coordinate with external and internal partners to ensure compliance with grant requirements and regulations, including supporting capacity building for partners in financial reporting and accountability.
• Implement systems to track and manage grant financial processes.
• Manage the financial requirements of Action Canada’s SHIFTS project, funded by Global Affairs Canada, and other grant reporting as assigned, ensuring compliance with regulations and optimizing the financial resources of the project over the project’s life cycle.
• Manage grant budget administration, financial reporting, annual forecast developments, financial analysis, and monitoring.
• Lead the financial reporting process for assigned grants, coordinating with the finance and program teams to ensure that all financial and reporting obligations are met. Verify expenditures allocated to grant-funded projects to comply with grant agreements.
• Assist in the analysis of funding and grant contracts to ensure complete and accurate implementation of systems and processes for funder and organizational reporting.
• Prepare regular and special reports on budget commitments, expenditures, revenues, and forecasts. Lead the financial updates at the periodic partners meeting, work with partners to analyze burn rates, budget modifications, upgrade and optimize current budget templates. • Support optimized accounting processes, internal control procedures, and best financial practices.
• Assist with yearly organization financial audit and grant audit preparation. Prepare supporting documents and analysis as may be required.
General Financial Analysis and Support:
• Perform accounting operations in support of programs and other organizational needs.
• Process, maintain, verify, and reconcile payroll for the organization, including all necessary deductions and other payroll-related activities as required.
• Prepare monthly reconciliations, accurately record and allocate financial transactions, monitor cash flow and ensure optimal levels are maintained to meet grant requirements.
• Support the Director of Finance with financial reporting templates, financial correspondence, and other grant financial deliverables.
• Develop and implement internal systems and procedures to support the organization's financial obligations as required.
• Support senior staff and other project staff in the management of their budgets.
• Exercise a high standard of confidentiality regarding documents of a sensitive nature.
• Other duties as may be required by the Employer.
Qualifications
• Eligible to work in Canada
• University Degree in related field, or equivalent experience
• Minimum three (3) years’ experience in preparing project financial reports, preferably within the non-profit or development sector
• Advanced level of Excel knowledge and ability is required
• Ability to communicate effectively with internal and external stakeholders
• Experience with Global Affairs Canada and/or other large institutional grant funders is a significant asset
• CGA or CPA designation is a strong asset
• Ability to thrive in a fast-paced environment while maintaining excellent attention to detail
• Knowledge and understanding of sexual and reproductive rights, with a commitment to upholding an individual’s right to make their own sexual and reproductive choices
• Commitment to anti-racism, anti-oppression, and intersectional feminist practices
• Demonstrated ability to work collaboratively and effectively with diverse teams
• Self-motivated, adaptable, and flexible, with the capacity to respond quickly to changing circumstances
• Fluency in English (both written and spoken) is required
• Proficiency in French and /or Portuguese is an asset
Hours, Compensation and Benefits
This is a full-time (37.5 hours per week), parental leave cover (August 2025-August 2026). This is a unionized position in CUPE Local 2722-05. Salary for this position is $69,156 per year. Action Canada also provides a generous benefits program, including extended health and dental benefits, leave allowances, and RRSP contributions.
Location
Action Canada's offices are based in Ottawa, Ontario. Candidates for this position must be based in Ottawa (and may work either from the office or from a remote work location, e.g. home office, or a combination). All candidates must be legally able to work in Canada.

Hiring Process and Timeline
Applications will be accepted until Wednesday, June 18, 2025. Interviews will be held the week of June 23, with a start date in late July or early August, depending on the successful candidate’s availability. The hiring process will include a one-hour panel interview to take place over video conference (Zoom). We will provide the interview questions by email, one hour before the interview. Some candidates may be asked to complete a technical assignment, for which they will be compensated. Candidates will be asked to provide three references, and those moving to the next round will have their references checked.
